What book is it where people start going crazy, and then a man bites a dog’s ear off?

I swear I read it once, I just read too much and can’t remember what it was. It was a weird book though, and I’m very curious as to what it was!
There was a lady sitting outside a park and there was a man wearing a business suit and he ran into the park and bit a dog’s ear off. Just like, straight up ripped the flesh off the dog’s head with his teeth.
I am soooo curious as to what this book was!
