Is it ok to wear non-collared cotton sleeveless tops (conservative only) under a business suit (Pencil skirt?

Would that be considered too casual for the business professional environment. I work at a science center downtown in development and fundraising, with mostly people over 40. I’m 23. I hate how they are dressed. The women wear high heels and pile on makeup, the men wear jackets, sometimes ties all the time. I hate dressing like that, it makes me want to vomit. I feel the most productive in jeans and t shirts, but I can’t have my way. How can I maintain comfort and cool temperature (I live in frickin-hot Phoenix) and not dress like them, but still fit in.
