If they wear a tie and nice shirt and slacks, then I would say it's fine. Good presentation of one's self is important as it may help him get promotions and all that. On the other hand, he doesn't want to look like he already thinks he's management. His superiors should be dressed better than him or at least no worse than he is. Also, he might think about saving the suit jacket for cooler weather as it looks more appropriate. As it is hot outside now, he might want to stick with a nice button up, tie, and nice slacks. Keep in mind that he doesn't have to wear khakis and a polo for it to look casual. I found a couple of pictures of some nice business casual outfits that are still quite nice and professional.
